Scottish and Southern Energy Power Distribution is committed to communication and engagement with customers and stakeholders who are affected by developments in electricity distribution and transmission. From time to time, we will publish information of interest to our customers and stakeholders, including consultation documents, on current matters and developing issues in distribution and transmission.
EDCM

September 2011 -

Ofgem have approved the EHV Distribution Charging Methodology (EDCM) for demand/import use of system charging (subject to certain conditions). EDCM based use of system charges will be applied to relevant import connections from 1 April 2012.

Ofgem has also confirmed that EDCM based export use of system charges are to be delayed until at least April 2013.

Ofgem will issue a further report in late September /early October 2011, particularly relating to introducing charging to distributed generation which was connected under pre-2005 charging arrangements.

April 2011 -

The GB Distribution Network Operators have submitted the EHV Distribution Charging Methodology (EDCM) report to Ofgem and this is published in the EDCM area of the Energy Networks Association website.

The EDCM report and its appendices describe the Methodology and provide a commentary on decisions and choices made through the development process.

Importantly for customers, appendix one shows illustrative tariffs for individual customer sites which will be charged under EDCM from April 2012. The tariffs are shown on an 'anonymous' basis and if you require to know which tariff relates to your premises, or any other information about the EDCM, please contact us.
System charges for pre-2005 distributed generation

August 2011 -

On 11 August 2011, Ofgem published an update letter setting out their latest thinking in relation to use of system charging affecting "pre 2005" generators and on EHV export use of system charges for all generators.

The letter highlights two important developments: Firstly, Ofgem are considering time limited exemptions from export use of system charging for pre 2005 DG and will issue a further consultation in September or October based on this concept.

Ofgem invites stakeholders to provide feedback on this revised approach before the consultation.

Secondly, Ofgem have decided EDCM based export use of system charging will not be introduced until April 2013 (or later).

May 2011 -

On 9 May, Ofgem published a further consultation on use of system charging for pre 2005 connected Distributed Generation (“pre 2005 DG”).

This consultation particularly focuses on proposals for possible compensation arrangements and payments to pre 2005 DG customers in certain circumstances. It requests views from customers and any other parties affected by the proposals.

August 2011 -

On 17 August 2011, we published our final October 2011 use of system tariff statements

The Common Distribution Connection Methodology (CDCM) models are used to set our low voltage and high voltage tariffs.

June 2011 -

On 30 June 2011, Scottish and Southern Energy Power Distribution published indicative use of system tariffs which we intend to bring into effect from 1 October 2011. To view the tariffs please see our Charging statements page.

The Common Distribution Connection Methodology (CDCM) models are used to set the Low Voltage and High Voltage tariffs. Our letter to Ofgem on 30 June explains the assumptions we made when we set these indicative tariffs.

February 2011 -

On 18 February 2011, we published our final April 2011 use of system tariff statements.
